We were engaged by the department’s analytics team to provide data science and solution architecture services on multiple projects.

Customer challenges

Some of the key challenges in establishing the program included bringing together many and mixed data sources to provide customer-360 reporting and analytics capability. Users for this platform include a variety of government departments, such as the building regulator, licencing and complaints. The client was also interested in enabling data-driven risk ratings to help guide downstream users and improve regulatory capabilities.

Solution

We were integral in establishing the platform, including technology choices and migrating legacy data systems on to the cloud. We piloted the use of several technologies for the first time in this state government, and helped establish data governance practices and provided analyst training. The key outputs included Qliksense dashboards (some of which included brand new functionality for Qlik, including Nearmap integration and network visualisations), construction and licence risk models and data quality, entity resolution and data linkage exercises to improve data validity and accessibility. Our work was also reviewed by an external party, The Gradient Institute to ensure it was compliant with AI ethics principles.

Results

The business outcome was a fully integrated solution delivering a Single View Program, covering such entities as building site, licence holder and business. This was the first time the client has had an integrated analytics view across disparate business systems to inform proactive regulation. The project is still underway, but as a direct consequence of our work, time taken for application, complaints and investigations have been dramatically reduced, and feedback for the tools produced to date has been overwhelmingly positive.
